EU Called for Accountability for UAE’s Enabled Crimes in Sudan

Darfur Women Action Group welcomes the European Union’s resolution and encourages the international community to hold the United Arab Emirates accountable for genocide in Sudan.

The European Union (EU) passed a critical resolution condemning the Rapid Support Forces (RSF) for the ongoing genocide in El-Obeid. The EU’s legislative body, the European Parliament, acknowledged the threat of escalating war crimes, violations of international humanitarian law, and the human rights situation in El-Obeid. 

In its resolution, the European Parliament condemned the war crimes and crimes against humanity committed in Sudan – explicitly mentioning the use of sexual violence as a weapon of war. The resolution called for a ceasefire to end the relentless attacks against civilians, an increase in the EU’s humanitarian support, and accessible humanitarian corridors for civilian evacuation. The document also calls on its own delegation of states to support a civilian-led peace process and the imposition of targeted sanctions on the perpetrators of war crimes. In conclusion, the resolution calls for an independent investigation into war crimes and demands that perpetrators be held accountable. 

Of utmost significance, the European Parliament declared the United Arab Emirates accountable for furthering the genocide in Sudan, stating that it “condemns all external interference fueling the war” and “urges all states, including the UAE, to cease financing, arms supply, or other support of the RSF.” The European Parliament calls for sanctions to be placed on “individuals, entities and external enablers” who breached the United Nations arms embargo, which it states should be extended to all of Sudan. Additionally, the resolution called on the EU to designate the RSF as a terrorist organization – a call to action that DWAG’s President, Ms. Niemat Ahmadi, has previously spoken on.

These measures would not have come without the dedicated and tireless advocacy of survivors, CSOs – including DWAG and its partners – and the affected communities at large. 

We commend the European Union and the European Parliament’s decisive steps in condemning the war crimes committed by the RSF and holding the perpetrators of genocide in Sudan – including external actors, such as the United Arab Emirates – accountable. We are pleased to see international action in protecting the people of El-Obeid and Sudan. 

We also wish to stress that this resolution is a step in the right direction, but to be effective, requires imposing legal accountability for war criminals in Sudan and the enforcement of complete sanctions. 

At DWAG, we refuse to remain silent about the genocide unfolding in El-Obeid and across Sudan as a whole. We call on world leaders to condemn the threat of war crimes, the escalating violations of international humanitarian law, and the human rights situation in El-Obeid and greater Sudan. 

We call on the European Union member states and the greater international community to support our calls to action:

    • Enforce an Immediate Ceasefire with Civilian Protection Guarantees, including an immediate halt to all RSF aerial bombardment, drone strikes, and siege tactics, and mandate the withdrawal of RSF forces from civilian zones in El-Obeid and greater Sudan.
    • Open Safe Humanitarian Corridors by Land and Air with guaranteed and unobstructed access for food, medical aid, fuel, and emergency response teams, including cross-border corridors through Chad, free from RSF interference, attack, or blockade.
    • Expand the Arms Embargo to All of Sudan by cutting the weapons pipeline feeding genocide, including enforcement against international suppliers and intermediaries known to be arming the RSF. 
    • Support and fully resource the UN Fact-Finding Mission and the ICC to document atrocities, secure evidence of mass graves, and prosecute crimes of genocide, sexual violence, ethnic targeting, and mass starvation as weapons of war. 
    • Impose targeted sanctions, travel bans, and international criminal designation, including scrutiny of states and private entities supplying arms or financing the RSF’s genocidal campaign. Hold these states and entities, including the UAE, accountable for furthering the genocide in Sudan.
    • Designate the RSF as a global terrorist organization and build a coordinated international response to delegitimize, isolate, and dismantle its command structure.
    • Listen to and integrate the voices of survivors, women, and affected communities in all decision-making related to resolving this crisis and preventing future atrocities.
